Mike Bryant, Mecklenburg County Manager, has appointed Michelle L. Attreed as deputy county manager for financial services and Dr. Kimm Campbell as deputy county manager for the combined Health and Human Services agency.

Michelle L. Attreed comes to Mecklenburg County from Prince William County, Virginia, where she worked for three decades and most recently served as acting deputy county executive for government operations, performance, and innovation. She also held the role of chief financial officer there for 11 years.

Dr. Kimm Campbell will oversee the Health and Human Services agency in Mecklenburg County. She brings over 30 years of experience in state and local government and nonprofits, most recently serving as deputy county administrator of Broward County, Florida. Dr. Campbell previously worked with Mecklenburg County as director of the Children’s Mental Health System of Care.

“Ms. Attreed and Dr. Campbell are both known across the country as strong and committed leaders in their respective fields of finance and human services,” said County Manager Mike Bryant. “These additions reflect my commitment to building a strong executive team and aligning the organization to support our vision for Mecklenburg County’s future. These changes are part of a broader effort to advance the mission of the organization, support the Board of County Commissioners’ priorities, and improve the customer service experience for all residents.”

Both Attreed and Campbell will start on August 25. Deputy County Managers Dr. Leslie Johnson and Derrick Ramos will continue in their current roles on the executive team. In addition, a new assistant county manager position has been created to focus on upward mobility strategy with an emphasis on economic development and workforce development.

Attreed will oversee several departments including Finance, Tax Collector’s Office, Information Technology Services, Human Resources, and Assessor’s Office in Mecklenburg County government operations.

Her background includes working with Prince William County since 1993 in various roles such as CFO responsible for more than $2 billion in public funds annually, senior auditor at a regional accounting firm, staff accountant at the U.S. Government Accountability Office, board member appointments by Virginia governors including trustee positions on municipal pension plans and committees focused on finance policy statewide.

She is a Certified Public Accountant (CPA), Chartered Global Management Accountant (CGMA), holds a bachelor’s degree from Virginia Tech in accounting, an MPA from George Mason University; she is active within professional associations like GFOA.

Dr. Kimm Campbell will lead agencies that provide Child Family & Adult Services (CFAS), Public Health initiatives—which include oversight during times when student enrollment dropped by 0.4% between school years according to North Carolina Department of Public Instruction data—and community resources programs that serve populations similar to those found among Mecklenburg’s reported total school enrollment of 153,537 students during 2022-23 (https://www.dpi.nc.gov/).

Campbell managed general operations in Broward County with an $8 billion budget covering over two million residents; her leadership included directing more than 650 staff members managing $165 million annually across multiple service contracts/agencies; she also has experience developing mental health systems at state level agencies.

Her credentials include membership in national organizations such as NACo Health Policy Committee; recognition through awards such as Legacy Magazine’s list of influential Black women in business; educational achievements include social work degrees from New Mexico State University (bachelor’s/master’s) & Barry University (doctorate).
