With a growing list of injuries, the Panthers have bolstered their linebacker unit by signing Jacoby Windmon from the Steelers practice squad. Windmon, who played at UNLV and Michigan State, was undrafted this year. In 2022 at Michigan State, he led the FBS with six forced fumbles and recorded 10.5 tackles for loss along with 5.5 sacks.

To accommodate Windmon on the 53-man roster, the Panthers waived outside linebacker Tarron Jackson. Additionally, they brought in veteran linebacker Shaq Quarterman to join their practice squad. Quarterman, aged 26, was initially drafted by the Jaguars in the fourth round out of Miami and has since played four seasons with them. He also spent time with both the Eagles and Chargers this year, including a stint on the Chargers' practice squad. Throughout his career, Quarterman has participated in 66 games.

In another move, wide receiver Deon Cain was released from the Panthers' practice squad.
