Tillis Announces $1 Billion Grant for Raleigh to Richmond Commuter Rail

WASHINGTON, D.C. - Senator Thom Tillis has announced a significant development in the transportation infrastructure of North Carolina and Virginia. A $1 billion grant from the U.S. Department of Transportation (DOT) has been awarded for the construction of a new passenger rail route between Raleigh, NC and Richmond, VA. This project aims to enhance connectivity between the two states and improve transportation options for the region.

The rail route will utilize the existing CSX Transportation "S-Line" and will be a part of the Southeast Corridor, which connects North Carolina with Virginia, Washington D.C., and the Northeast Corridor. The funding for this project stems from the Bipartisan Infrastructure Law, which Senator Tillis played a key role in negotiating, writing, and passing into law. Senator Tillis expressed his satisfaction with this significant investment, stating, "This $1 billion grant for North Carolina to make progress on the Raleigh to Richmond Rail Line is a big win for economic development in the region."

The primary objective of this project is to improve the performance and reliability of the transportation system. By developing a resilient and reliable passenger rail route, not only will it enhance passenger travel, but it will also contribute to the efficiency of freight and supply chain operations in the Southeast. To ensure the success of this initiative, both the North Carolina Department of Transportation (NCDOT) and Amtrak will contribute a 20% non-Federal match.

The Federal Railroad Administration (FRA) will work closely with the recipient of the grant to establish and obligate the Phased Funding Agreement. The initial obligation of funds, anticipated to be up to $479,416,000, is expected to occur in the fiscal year 2022-2023. The remaining funds will be provided through contingent commitments from Advance Appropriations in fiscal years 2024-2026.

This investment in the Raleigh to Richmond Rail Line marks a significant milestone in the development of the region's transportation infrastructure. The improved connectivity will not only benefit commuters but will also stimulate economic growth and enhance the overall quality of life for residents. The project is a testament to the importance of bipartisan collaboration and the positive impact it can have on local communities.
